Ten years of subscriber outage notices, status updates, call-center scripts and social replies from a French regional internet provider.
When Cobalt's network goes down, someone has to tell subscribers what's happening. This history covers ten years of that communication: SMS notices, status page updates, call center scripts and replies posted on social channels. Messages are grouped by outage, and each outage carries a duration, affected-subscriber band and cause category. Reading a single outage from start to finish shows how messaging develops as engineers learn more. Early notices tend to be vague, later ones more specific, and the closing note sometimes includes an apology or a credit offer. Tone also shifts noticeably after a communication policy rewrite in 2020. Almost everything is in French. Social replies only begin in 2018, and public posts from subscribers are excluded, so you see the provider's side alone. Outages affecting very few subscribers usually have no communication record. Place names are generalized to department.
